The federal small-business set-aside programs exist to channel a meaningful share of federal contract dollars to specific certified populations. Service-Disabled Veteran-Owned Small Business (SDVOSB) holders get sole-source authority up to $5M in goods or services from agencies meeting the 3% SDVOSB goal. 8(a) Business Development participants get sole-source authority up to $7M (services) or $25M (manufacturing). WOSB / EDWOSB and HUBZone programs have their own carveouts. None of the major general-purpose RFP tools — Loopio, Responsive, Qvidian — are aware of any of this.

A SAM.gov opportunity coded "Set-Aside: 8(a)" with NAICS 541512 only appears in your Discovery if your Profile includes both 8(a) certification AND NAICS 541512 registration. No more scrolling past 80% of opportunities you can't bid on.

Recompete Forecast

Historical award match-back filters predecessor contracts by their set-aside designation. If a current 8(a) sole-source contract is expiring in your NAICS, it surfaces in your Forecast with full context: incumbent contractor, award value, period of performance, agency contracting officer.

Parser

The compliance matrix output automatically flags any solicitation requirements specific to your certification — past performance documentation requirements, certification verification language, set-aside eligibility statements. The Writer drafts those sections using your Profile certification data.

The Writer auto-drafts the standard 8(a) corporate-status section. Mentor-Protégé Agreement context (if applicable) feeds into joint-venture documentation. The Forecast specifically tracks 8(a) sole-source recompetes — high-conversion opportunities for current 8(a) firms.

WOSB / EDWOSB

Women-Owned Small Business and Economically-Disadvantaged Women-Owned Small Business set-asides surface in Discovery. Profile captures your SBA WOSB / EDWOSB Federal Contract Program (FCP) certification status. The Writer references WOSB eligibility appropriately in past-performance documentation.

HUBZone

Historically Underutilized Business Zone set-asides require both principal-office HUBZone designation AND 35% employee residency. Profile captures your HUBZone certification status and renewal date. The Writer auto-drafts the standard HUBZone certification statement and principal-office documentation references.

Total Small Business + multiple-certification stacking

Many firms hold multiple certifications simultaneously (e.g., SDVOSB + 8(a) + HUBZone). The Profile captures all of them; Discovery and Forecast filter accordingly. The Writer cross-references the highest-leverage certification per opportunity.

How does BidWritePro know which set-asides I qualify for?

Your Company Profile captures the certifications you hold, issuing authority, and expiration date. Discovery and Forecast filter based on what's in your Profile. The Parser and Writer pull certification language into proposal sections automatically. You can update your Profile any time a certification renews or a new one is granted.

Does BidWritePro work for joint ventures and Mentor-Protégé Agreements?

Yes. Your Profile can capture joint-venture relationships and Mentor-Protégé details. The Writer references JV / MPA structure in past-performance and corporate-experience sections where appropriate. For SBA-approved 8(a) Mentor-Protégé Agreements, the Profile captures the protégé's 9-year program stage to inform Forecast filtering.

What about teaming agreements where I'm a subcontractor?

Subcontractor pursuits use the same workflow, with one twist: the Profile captures both your direct certifications and any prime-contractor relationships. The Writer drafts subcontractor capability sections referencing your past performance under each prime. The Pipeline tracks both prime and sub pursuits separately.

Can BidWritePro help me find Mentor-Protégé opportunities?

Discovery surfaces opportunities where Mentor-Protégé Joint Ventures are explicitly eligible. The Forecast highlights 8(a) sole-source recompetes — a common Mentor-Protégé vehicle. We don't currently maintain a registry of mentor firms seeking protégés, but that's on the roadmap.

What if my certification is about to expire?

The Profile tracks expiration dates and surfaces a warning in the Dashboard banner starting 90 days before expiration. The Writer flags any pending proposal whose award date might fall after expiration so you can adjust certification renewal timing accordingly.
